I don’t think it’s a fair reading to say that no other fixes are available. These are some ideas. What people tend to do is skip over parts to get to others. There is a logical progression that must take place for many of these changes to take place. You couldn’t currently expand the judiciary without abolishing the filibuster. That is but one small thing.

I don’t know enough about Ranked Choice voting to speak to it. I’m aware it’s an option that could help.
