It’s definitely designed to be a machine immune to the whims of a single person. For good reason. But it’s also not really democratic. Prior to 1968, it was more honest about what it was doing. The barrier for entry has become impassable by anyone but the most wealthy and powerful. Which you could argue was by original design.
