The only time the Democratic Party engages communities is by canvassing 90 days before an election. Consequently, disenfranchised communities are rarely receptive. If the party wants to change things they need a full time presence and they need to work to solve smaller community issues, not just beg for votes before an election.

Canvassing in poor communities is just insulting.
